Dingdong meanwhile insisted that the government should focus on creating an enabling environment for children than criminalizing them.

In the said bill, children from 9 years old to 17 years old will be deemed criminally liable for an offense if they acted with discernment and will be placed in a youth care facility if found to be dependent, abandoned, neglected or abused by the parents.
