Senate President Vicente “Tito” Sotto III has once again become the subject of criticism after a video of him, making a statement about ‘hipo’ during a senate session started circulating social media.
In the video shared on Facebook, Sen. Sotto stated that those who commit ‘hipo’, when intended as a joke should not be liable.

He said, while talking to Sen. Risa Hontiveros: “For example, yung sinabi ko na binibiro lang, hinipuan na ganun, will they be liable? You said yes. The answer is, I think it’s no.”
Sen. Hontiveros then responded to Sotto’s statement, saying: “Ang babaeng hinipuan ng isang lalake, hindi po namin ‘yun tinatanaw na biro because that truly makes women feel unsafe.”
