TV broadcaster Raffy Tulfo somewhat contradicted the stand of his brother Ben Tulfo over the topic of ‘victim-blaming.’ Ben believed that sexual offenders will be tempted and provoked to commit the crime if and when they see ladies wearing wearing skimpy clothes.
“a rapist or a juvenile sex offender’s desire to commit a crime will always be there. All they need is an opportunity, when to commit the crime. Sexy ladies, careful with the way you dress up! You are inviting the beast.” said Ben Tulfo.

According to Raffy, sexual offenders will rape their victims no matter what they wear because they are considered ‘animals.’
“kahit na siguro balot na balot yung biktima, kung gusto nya mang-rape, mang rerape mga yan. Walang pipiliin ang mga yan.” said Raffy
Kahit ano pang klaseng damit pa ang ipasuot mo sa mga biktima. Itong mga ito mang re-rape at mang re-rape ito. Puno nga ng Meralco rerepin ng mga ito kung magkaroon ng pagkakataon. Lagyan mo ng palda ung puno ng Meralco re-repin ng mga ito kasi mga hayop itong mga animal na ito.” ended Raffy.
