Karen Davila asks why DPWH got more budget than DepED

TV and radio Karen Davila asked how come the Department of Public Works and Highways (DPWH) got a much bigger budget than the Department of Education (DepEd).

Karen added that it violates Art XIV Sec 5(5) which declares that “The State shall assign the highest budgetary priority to education…”

Karen also asked the process on Ayuda sa Kapos Ang Kita Program (AKAP) project of the government. On x (formerly Twitter), Karen said:

“Let’s do the math on AKAP.

Congress gets P26B. If all 316 members get equally, they get P83M each.

If sectoral reps aren’t included, representatives from congressional districts get almost P103M each.

Senate gets P5B. If all 24 senators get AKAP funds equally, they get P208M each.

How is AKAP distributed? How much do they give per constituent? How can we make sure ALL is handed out and not pocketed?

Why are legislators distributing this and not the DSWD? Does this violate the constitution in anyway?”

And on the budget of DPWH and DepEd, Karen posted the following:

“Congress put more money in DPWH than the DEP-ED. Unconstitutional.

“The bicameral conference committee reduced the DepEd budget to P737B and increased that of the DPWH to P1.113T. This blatantly violates Art XIV Sec 5(5) which declares that “The State shall assign the highest budgetary priority to education…”
